Phase One of the project is expected to be completed by March 2028.

USA – Barilla Group has announced a landmark infrastructure investment to significantly increase the production capacity of its primary North American manufacturing campus.
Orchestrated in coordination with state and regional development officials, the company plans to inject nearly US$170 million into a comprehensive, two-phase expansion of its existing facility in the Town of Avon, Livingston County, New York.
The extensive capital development project kicks off with an immediate Phase One investment totaling US$145 million.
This initial stage involves engineering and construction of a brand-new, 52,000-square-foot main industrial building dedicated to expanding Barilla’s core dry-milling and food processing operations.
The state-of-the-art facility will house one highly automated pasta production line alongside three high-speed packaging lines.
Furthermore, Phase One calls for the construction of an adjacent, climate-controlled warehouse facility to streamline storage and logistics for the increased inventory, while simultaneously laying the structural groundwork for a secondary production line slated for implementation during Phase Two.
Beyond boosting industrial output to satisfy surging consumer demand across North America, the capital injection serves as a major driver for regional job creation and environmental sustainability.
Once both development phases are finalized, Barilla expects to onboard more than 90 full-time, high-quality manufacturing personnel, adding to the roughly 145 jobs the company has sustained at the Avon location since its initial launch in 2007.
Fabio Pettenari, Vice President of Supply Chain for Barilla Americas, noted that the upgraded configuration will optimize the brand’s regional supply chain mechanics.
Crucially, the localized capacity boost is projected to slice transportation distances, cutting corporate carbon dioxide emissions by approximately 3,000 tons on an annual basis.
To anchor the capital project in Western New York, Empire State Development has agreed to provide up to US$2.75 million in performance-based incentives through the Excelsior Jobs Tax Credit Program, which ties the fiscal relief directly to the firm’s hiring milestones.
Regional utility networks, including National Grid and Rochester Gas and Electric, along with Greater Rochester Enterprise, are also providing infrastructure support.
New York Governor Kathy Hochul praised the public-private partnership, emphasizing that Barilla’s decision to deepen its roots in Livingston County reinforces the state’s status as a premier hub for advanced agribusiness manufacturing.
The first phase of construction is scheduled for completion by March 2028.
Barilla, the world’s leading pasta maker, operates in over 100 countries and maintains 30 production sites across 10 countries, producing a variety of pasta, sauces, and bakery items.
Founded nearly 150 years ago in Parma, Italy, the company employs close to 9,000 employees worldwide.
